		<description>I&#039;m in the camp that this was an incredibly smart - and genuine - move.

Genuine, in that I believe that he actually wanted to reach out to his people.

Smart, in that IF big cuts are coming, whether or not they are implemented successfully will depend on getting loyalty and commitment from the Treasury Board staff who make them.</description>
